PMER
how
4. Maximum storage or handling capacity of the Facility and normal daily throughput
5. Corrective action and countermeasures taken, including a description of equipment repairs
and replacements
6. An adequate description of the Facility, including maps, flow diagrams, and topographical
maps, as necessary
7. The cause of such discharge as described in 40 CFR 112.1(b), including a failure analysis of
the system or subsystem in which the failure occurred
8. Additional preventive measures taken or contemplated to minimize the possibility of
recurrence
9. Such other information as the EPA Regional Administrator may reasonably require pertinent
to the Plan or discharge
6.8.5 Spill History
The Facility has no record of any spills to navigable waters or adjoining shorelines from this Plant.
6.9 Emergency Support Materials — § 112.7(a)(5)
Appendix C contains Oil Spill Response Immediate Actions (Table 3), Spill Response Notification
Procedures (Table 4), Emergency Contacts (Table 5), and a Disposal Plan and Emergency
Response Equipment List(Table 6). These tables were organized to make them readily usable in
the event of an emergency.
7. Spill Potential - §112.7(b)
The purpose of this section is to provide general predictions of the direction, rate of flow, and total
quantity of oil that could be discharged from the Facility as a result of the most probable types of
failure. A description of potential flow direction, rate of flow, total quantity of oil, etc. is provided in
Table 7.1. Based on experience, the following release scenarios are believed to be the most
probable:
• Rupture or leaks from the storage tanks or tank trucks
• Overfilling of storage tanks
• Spills resulting from the loading/unloading of trucks
• Piping, valve, pump, or other equipment failure
• Maintenance activities
The Owens-Brockway Plant#22 has the ability to respond to a relatively small volume spill. For
larger spills, the Facility will generally rely on spill contractors for cleanup and disposal of the spilled
material. The Environmental Specialist will determine when the assistance of a spill response
contractor is warranted. Contact information for these contractors can be found in Appendix C
Table 5.
GHD I Spill Prevention,Control,and Countermeasure(SPCC)Plan 111189093(1)1 Page 7
