16. Qualified Oil-Filled Operational Equipment - <br /> §112.7(k) <br /> Oil-filled operational equipment with capacities greater than 55 gallons utilized at the Facility are <br /> identified in Table 1. <br /> For the equipment not located within secondary containment, Owens-Brockway has implemented <br /> alternative measures to general secondary containment for oil-filled operational equipment per <br /> 112.7(k)(2) as described below: <br /> • Visual non-documented inspections of oil-filled operational equipment and associated <br /> components for leaks, corrosion, and other conditions that could lead to spills when operations <br /> are on Site (Section 10.1). <br /> • Documented monthly and annual inspections for leaks, corrosion, and other conditions that <br /> could lead to spills (Section 10.2). <br /> • Preventative maintenance based on regular scheduled visual inspections, tests, or evidence of <br /> oil spills. <br /> • Written commitment of manpower, equipment, and materials required to expeditiously control <br /> and remove any quantity of oil discharged that may be harmful (page 3). <br /> • An Oil Spill Contingency Plan is located in Appendix C. <br /> Per Section 6.8.5 Spill History, the Facility has no record of any spills to navigable waters or <br /> adjoining shorelines from this Plant. <br /> Oil-filled equipment is designed and constructed in accordance with good engineering practices and <br /> accepted industry standards. No container is used for oil storage until the compatibility of the oil and <br /> the container's construction material has been evaluated. <br /> 17. SPCC Requirements for Onshore Facilities - <br /> §112.8 <br /> 17.1 Facility Drainage - §112.8(b) <br /> Drainage across the Site would flow northeast across the location towards a sump located northeast <br /> of the furnace building or to stormwater ponds. The Site is graded to prevent a release from leaving <br /> the Site. <br /> The outdoor transformers have concrete berms with gravel floors that should not allow rainwater to <br /> accumulate. <br /> 17.1.1 Valves & Pumps in Diked Areas— §112(8)(b)(1-2) <br /> The concrete containment surrounding the 180 gal Diesel Tank, two (2) 1,000 gal Used Oil Tanks, <br /> and four(4)275 gal Lubricant tanks, are not equipped with a drainage valve.
