PIMOR <br /> how <br /> The concrete and steel secondary containment structures as well as the spill pallets for drums <br /> utilized on Site are sufficiently impervious for the materials being stored. Details of each containment <br /> area are summarized in Table 1, Appendix B. <br /> 17.2.3 Draining Secondary Containment Areas — §112.8(c)(3) <br /> Precipitation accumulation within the containment structure is removed through evaporation. If an oil <br /> sheen is observed within the secondary containment structure, the oil shall be removed with vacuum <br /> truck, oil absorbent pads, or other equivalent method. Recovered oil and oil-saturated materials shall <br /> be recycled or disposed of in accordance with federal, state, and local regulations. If evaporation is <br /> not sufficient to removed accumulated precipitation, a vacuum truck will be utilized to prevent <br /> discharge from the secondary containment area. Facility personnel are present for the entire <br /> duration of the drainage event. If the water is not clean, it is not released but removed by vacuum <br /> truck and properly disposed. A Containment Drainage Log is kept showing the dates that drainage <br /> was conducted (Appendix F). <br /> 17.2.4 Buried Metallic Storage Tanks — §112.8(c)(4) <br /> There are no buried metallic storage tanks installed at the Facility. Therefore, this section is not <br /> applicable. <br /> 17.2.5 Partially Buried Metallic Storage Tanks — §112.8(c)(5) <br /> There are no partially buried metallic storage tanks at the Facility. Therefore, this section is not <br /> applicable. <br /> 17.2.6 Periodic Integrity Testing — §112.8(c)(6) <br /> The Facility container inspections comply with the requirements in 40 CFR 112.8(c)(6) and California <br /> Health and Safety Code Sections 25270 to 25270.13. The STI SP001 standard is utilized for the <br /> "certified" inspection of the ASTs at the Facility. In accordance with SP001, ASTs with a capacity of <br /> less than or equal to 5,000 gallons need only have periodic external visual inspections. The SP001 <br /> standard requires that the owner or his designee perform and document a periodic, visual, non- <br /> destructive inspection of each AST at least monthly, in accordance with the provisions and the <br /> checklists provided in SP001. This inspection must be performed by a person that is knowledgeable <br /> of the storage facility operations, the AST and its associated components, and the characteristics of <br /> the liquid stored, and meets the qualifications stipulated in SP001. The routine inspections focus <br /> specifically on detecting any change in conditions or signs of product leakage from the AST, piping <br /> system, and appurtenances. In accordance with inspection procedures outlined in this SPCC Plan, if <br /> signs of leakage or deterioration from the AST are observed by facility personnel, they are <br /> immediately reported to the Environmental Specialist who will then contract to have the AST <br /> inspected by an STI SP001 tank certified inspector to assess its suitability for continued service. <br /> Facility personnel who conduct the monthly inspections of the bulk oil storage containers are <br /> qualified in accordance with SP001. The AST's physical configuration, combined with monthly <br /> inspections, ensures that any small leak that could develop in the tank shell will be detected before it <br /> can become significant, escape secondary containment, and reach the environment. This approach <br /> provides equivalent environmental protection to the non-destructive shell evaluation component of <br /> GHD I Spill Prevention, Control,and Countermeasure(SPCC)Plan 111189093(1)l Page 10 <br />
