TABLE 3 <br /> OIL SPILL RESPONSE IMMEDIATE ACTIONS — §112.7(a)(3)(iv) <br /> If an oil spill occurs at the facility, the following procedures will be followed: <br /> 1. The employee who discovers the oil spill should attempt to identify the source of the leak and stop it, if <br /> it can be done without risk. <br /> 2. Notify the Shift Chief(Department Shift Supervisor). The Shift Chief will evacuate and contact local <br /> rescue service (Fire Department), if necessary, and contact the Emergency Response Team. <br /> 3. Depending upon the severity of the situation, the Shift Chief should immediately notify the <br /> Environmental Specialist or the Plant Manager of the situation. <br /> 4. The Environmental Specialist will determine the size and extent of the spill and mobilize the appropriate <br /> facility personnel (those personnel who have completed the SPCC training), equipment, and materials to <br /> stop and contain the oil spill. <br /> 5. If the Environmental Specialist determines that the spill cannot be contained by facility personnel, an <br /> emergency response contractor will be notified to assist in the containment and cleanup of the spill. <br /> Environmental & Chemical Consulting, Inc. The Environmental Specialist will also notify the Tracy Fire Department, if not already done so, for any <br /> spill that is not readily contained by Owens-Brockway personnel. The Fire Department will provide fire <br /> protection and potentially assist in the containment of the oil spill until the cleanup can be accomplished <br /> by either the facility personnel and/or Owens-Brockway's emergency response contractor. <br /> 7. The Environmental Specialist will communicate any spill situation to the appropriate authorities, after <br /> consulting with O-I Environmental Affairs. <br /> 8. Should a spill impact navigable waters; potentially violate water quality standards; cause a film, "sheen", <br /> discoloration, or a sludge emulsion, the Spill Coordinator must call the National Response Center at: <br /> National Response Center (800) 424-8802 <br /> 9.
