KMEP has not submitted this <br /> report. <br /> Because the pump and treat system is shut down,the groundwater contaminant plume is not <br /> stable and the rise in the groundwater elevation has resulted in the soil vapor extraction and <br /> treatment (SVET) system being rendered inoperable. KMEP must establish a protocol to begin <br /> the operation of it groundwater extraction and treatment system. We suggest conducting a <br /> thorough maintenance event, and then begin operating at a low treatment rate that is increased <br /> after effluent analysis shows TBA is below the effluent limit. Use Order No. 5-00-217 as a guide <br /> to restart the system. KMEP needs to determine where the TBA and MTBE originate, so we also <br /> suggest that KMEP conduct MTBE and TBA analyses on samples collected from its Rl and R2 <br /> sample locations in Trapper Sough. This analysis should be conducted at the same time R1 and <br /> R2 are measured for other parameters as required by Order No. 5-00-217. Once the groundwater <br /> pump and treat system has returned the groundwater elevation to a depth where the SVET can <br /> again practically function, then the SVET must operate to its maximum efficiency, and that <br /> efficiency measured and reported. <br /> It is imperative that this site cleanup progress, so we request that KMEP participate in regular <br /> meetings, first to discuss the comments above and other site related issues and then to track <br /> progress at the site.
