F "
PUBLIC HEALTH SERVIC S o,
aN
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION " C® <
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202 4`'F6,
209/468-3420
MARTY HARTZELL FEB 2 8 2001
REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
3443 ROUTIER ROAD
SACRAMENTO CA 95827-3098
RE: Countryside Market SITE CODE: 2552
10848 Copperopolis Road
Stockton CA 95215
The above referenced site is on the San Joaquin County Public Health Services,
Environmental Health Division's (PHS/EHD) contaminated underground storage
tank (UST) site list. Two underground storage tanks were removed in March
1993. Analyses of soil samples collected beneath the tanks were positive for
petroleum hydrocarbons. -In October 1995 the area of the former UST's was
excavated to 11 feet bsg, a soil sample was collected at 13 feet bsg, and the
level of contamination in the soil sample collected was increased. Since that
date Environmental Health staff have directed the responsible parties to submit a
work plan to investigate the lateral and vertical extent of the petroleum
hydrocarbon contamination and encouraged them to cooperate in obtaining
reimbursement for their corrective action costs from the Cleanup Fund. The
responsible parties have not complied with the directives.
Janet W isecarver was the last owner/operator of the UST's, so she is the only
one who qualifies for Cleanup Funds. She is not willing to supply the information
requested by the Cleanup fund to be eligible for corrective action reimbursement
monies. The other responsible parties are the current property owners. The
responsible parties are not in compliance with PHS/EHD directives for submittal
of a Work Plan to determine the lateral and vertical extent of contamination at the
site and the case was referred to the San Joaquin County District Attorney's
Office in August 1999. This site has not been tested for MTBE.
PHS/EHD is now also referring this site to the Regional Water Quality Control
Board for enforcement action. A chronology of events relating to the site is
included. The responsible parties are:
Owner/Operator of UST's: Janet Wisecarver
Home Address: PO Box 332, Farmington, CA 95230
Attorney: Charles L. Hastings, 4568 Feather River, Ste. A, Stockton, CA 95219
A Division of San Joaquin County Health Care Services
