The conclusion of the report is that <br /> gasoline contamination extends to soil depths which preclude backhoe excavation. <br /> Laboratory analysis of the 13 foot soil sample confirms the presence of gasoline <br /> range hydrocarbons at 14,000 parts per million (ppm), Toluene at 37 ppm, <br /> Ethylbenzene at 78 ppm, and Xylene at 34 ppm. Benzene was not detected in this <br /> sample. Current data indicates that a larger excavator or in-situ remediation methods <br /> may be necessary to remediate the contamination at this site. The sandy nature of <br /> the soil is amenable to in-situ remediation. <br /> Characterization of the extent of the release has not been determined at this time. <br /> Characterization is required to comply with Article 11 of the California Code of <br /> Regulations (the Corrective Action Requirements) which state that the extent of <br /> contamination shall be defined during the soil and water investigation phase. Using <br /> the information obtained during the investigation the responsible party shall propose a <br /> corrective action plan (CAP). The CAP shall include a feasibility study to determine <br /> the most technically and economically effective method to remediate the unauthorized <br /> release. <br /> Upgradient consultants submitted a workplan dated August 7, 1995, entitled Workplan <br /> for Site Assessment. In this workplan Upgradient proposes to perform site <br /> characterization by using five borings. PHS/EHD recommends that this workplan be <br /> implemented by March 15, 1996 with the condition that soil and groundwater samples <br /> be submitted for MTBE analysis in addition to BTEX and TPH-g analysis. PHS/EHD <br /> will consider approval of a revised workplan, that will utilize data obtained during the <br /> October 31, 1995 overexcavation, if this workplan can be submitted and <br /> implemented by March 15, 1996. <br /> A Division of San Joaquin County Health Care Services <br />
