(TSGI). The Report provided an evaluation of
the five groundwater sample events between March 2012 and September 2012 for the domestic
well and the owner's resin water treatment system located at 10967 Copperopolis Road in
Stockton. The fuel additive 1, 2-dichloroethane (1,2-DCA) has been detected in the domestic
well at levels up to 25 micrograms per Liter (ug/L), and up to 7.8 ug/L in the post-resin treatment
samples. The California Primary Maximum Contaminant Level (MCL) is 0.5 ug/L for 1,2-DCA.
The Report proposed installation of an engineered well head treatment system consisting of two
200 Ib. granular activated carbon vessels plumbed in series between the domestic well and the
residence, to reduce 1,2-DCA to levels protective of human health. The lowest bid estimated
total cost for installation is $4,500, which includes $2,500 for the equipment and the
subcontractor's cost. The TSGI estimated cost is below the $5,244 contingency for well head
treatment that was included as a line item in the work scope and budget proposal approved by
my letter of 31 July 2012. Completion of the proposed work will occur within 30 days of
approval by Regional Water Board staff.
The above estimate to install well head treatment is approved. The work is necessary and
appropriate to protect human health at a nearby domestic well impacted by the unauthorized
release from the former underground storage tanks located at the Subject site. Municipal
supply water is not available to residents.
