INFORMATION SHEET
CITY OF TRACY
CLASS Il LAND TREATMENT FACILITY
SAN JOAQUIN COUNTY
The City of Tracy proposes to operate a land treatment facility for petroleum contaminated soils
at an existing site near the Tracy Airport. Soils derived from city construction and cleanup
projects have been stored since 1991 in a land treatment unit consisting of twenty cells. The
soils are contaminated with Bunker oil, oil and grease, and gasoline. The City intends to
bioremediate the soils and then to recycle them into City construction projects in which the soils
will be encapsulated, such as in road base.
This Order imposes Waste Discharge Requirements and a sampling, monitoring and load-
checking program on this previously unpermitted facility. The City intends to treat and use all
the soils stored at the treatment unit, or dispose of them appropriately at another, permitted
waste management facility, and then to clean-close this facility within two years of issuance of
these WDRs.
28 June 1994
GJW
