Treated soils may be disposed of as inert <br /> wastes if they meet the criteria in Discharge Specification B.4. The Order requires bioremediation <br /> of soils that may pose a threat to water quality, and permits reuse of soils in specified City projects <br /> that involve encapsulation. You have agreed (Findings 11-13) to inform us before the soils are <br /> removed for reuse, to submit evidence of the suitability of ground water and soils conditions at the <br /> receiving sites, and to provide a workplan and further information showing effectiveness of any <br /> proposed bioremedial treatment. <br /> During the teleconference, we discussed analytical methods to determine potential threat to water <br /> quality posed by the soils. We stated that USEPA Methods 3550/8015 for diesel/kerosene, USEPA <br /> Method 7421 for lead, or USEPA Methods 8020, 5030/8015 or 8260 for BTXE, gasoline, and TPH <br /> were acceptable. This was also stated in our letter to you dated 20 June 1994. Analytical methods <br /> also are specified in the Monitoring and Reportiong Program 94-216.
