The City of Tracy submitted a Report of Waste Discharge, dated 8 January 1991; a <br /> Proposal for bioremediation and disposal of contaminated soils, dated 7 May 1991; a <br /> workplan for additional characterization of more heavily-contaminated soils from three <br /> storage cells at the facility, dated 23 May 1991, additional proposed operations plans and <br /> workplan for installation of ground water monitoring wells, dated 7 January 1991, a <br /> vadose zone monitoring program information, dated 14 March 1991, and soil sampling <br /> Proposal dated 13 March 1991, an amendment to the soil sampling proposal dated 21 <br /> March 1991, a baseline quality analysis of the native soils and ground water dated 13 <br /> March 1991; a bench-scale biotreatability study dated January 1992, and a workplan for <br /> soil remediation dated 4 August 1992. <br /> 2. The Report of Waste Discharge requests waste discharge requirements (WDRs) for <br /> construction and operation of a Class 11 Land Treatment facility adjacent to the Tracy <br /> Municipal Airport, Tracy, San Joaquin County. <br /> 3. The site, comprising five acres of a nine-acre lot at Assessor's parcel No. 253-11-22, is <br /> owned and operated by the City of Tracy (hereafter, "Discharger"). On-site waste <br /> treatment and storage activities and off-site beneficial reuse activities are proposed. The <br /> facility is on the west side of the Tracy Municipal <br /> and the Delta-Mendota Canal, in the southwest 1/4,no�rthwrt est1//44, Section Corral 8, T3S,Hollow Road <br /> MDB&M. Access is from Corral Hollow Road, as shown in Attachment A, which is <br /> incorporated herein and made a part of this Order. <br /> 4. The facility consists of 20 temporary containment cells for storage and bioremediation <br /> treatment of non-hazardous hydrocarbon-contaminated soils, as shown in Attachment B, <br /> which is incorporated herein and made a part of this Order. Treated soil will be reused <br /> off-site as road base or in other uses involving encapsulation. <br />
