You asked for re-confirmation <br /> of our 17 May 1991 letter (Evans to Verma) regarding disposal of bioremediated soils from the <br /> Schulte Road extension project, in which approval was given for the City to use approximately 5000 <br /> cubic yards (cy) of contaminated soils for road base. That approval applied specifically to soils <br /> from the Schulte Road project that had been stored at the land treatment facility near Corral Hollow <br /> Road and that had been shown by analyses to contain 800 ppm or less of total recoverable <br /> hydrocarbons (TRH). That approval also applied to use in projects that we had specifically <br /> approved in advance. Additionally, you were also required to field test the soils prior to removing <br /> them from storage at the treatment site. The letter further stated that other soils remaining at the <br /> treatment site may continue in storage there PROVIDED they are covered. (We noted during our <br /> site visit on 8 June 1994 that the treatment/storage cells are not covered. If you wish to continue <br /> storing and/or treating soils at the site, we require that they be provided with cover to prevent <br /> erosion.) <br /> This letter restates our conditional approval of your use of petroleum hydrocarbon-contaminated <br /> soils in road base. You may use the soils in projects that result in encapsulation of the contaminated <br /> soils, such as in roads that will covered with asphalt and will be regularly maintained. As agreed <br /> during the 26 May teleconference, you will keep the Regional Board staff informed of the reuse <br /> schedule and the reuse locations. This conditional approval applies ONLY to soils that: <br /> (1) contain less than 800 ppm TOG (not TRH as stated in the 17 May 1991 letter), and, <br /> (2) contain no detectable concentrations of benzene, toluene,xylene, and ethylene (BTXE), <br /> and, <br /> (3) originated from the Schulte Road/Beck property Bunker oil site, and are presently stored <br /> at the treatment site. <br /> This letter does not apply to any other soils that may be derived from future excavation/remediation <br /> projects, nor does it imply that we approve bringing any additional soils to the treatment site. <br />
