STATE OF CALIFORNIA PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD— 4
CENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A
SACRAMENTO, CA 95827-3098
PHONE: (916) 361-5600
FAX: (916) 361-5686 y kie L,
22 March 1991 MAR 2 6 1991
ENVIRONMENTAL HEALTH
PERMIT/SERVICES
Mr. Paul Verma
City of Tracy
520 West Tracy Boulevard
Tracy, CA 95376
APPROVAL OF SOIL SAMPLING PLAN, TRACY AIRPORT LAND TREATMENT FACILITY, SAN
JOAQUIN COUNTY (CASE# 3573)
We have reviewed your Soil Sampling Plan (Plan) dated 13 March 1991 and the
addendum to the Plan dated 20 March 1991 and we find the Plan acceptable under
the following conditions:
1. Grid 1 on Figure 4 of the Plan should be used for the first sampling
event. Grab samples should be only taken from Sample Locations Nos.
1-7 of Grid 1. Sample locations may include more than one of the
eighteen cells constructed at the site. Please identify which cell
the sample was taken from in addition to sample location. Should
sample results indicate that sampling is required throughout the
bioremediation process, then further discussion is necessary to the
appropriateness of taking samples from the two upper left sections
of your sampling area.
2. The Plan did not contain a discussion of sample collection and
preparation protocol . Grab samples must be collected following
standard sampling protocol so that loss of volatile organics, if
present, during sampling is minimized. Since the Plan's objective
is to determine if volatile or semi-volatile organics are present in
the contaminated soil , samples shall be collected from at least six
inches below the undisturbed surface of the cell .
3. After completion of sampling and analysis, a Technical Report must
be submitted which includes the following information: a) the
rationale behind sampling procedures and protocol used during the
field work; b) a brief description of the sampling procedures and
protocol used during field work; c) a discussion addressing any
problems encountered in the field; d) an interpretation of the data
and results; e) a discussion of QA/QC work done by the laboratory;
and f) a conclusion based on the above information and
recommendation regarding what constituents need to be analyzed
during the bioremediation process.
Once the Report is received by our office, we will review it for completeness to
see if the above items are addressed. If the Report is not complete, we will
return the Report without further review. This action is necessary because 1)
the submittals to date have been marginally adequate and 2) too much additional
