Soil samples taken during the <br /> inspection found high levels of petroleum hydrocarbons and three volatile organic <br /> compounds of concern. While semi-volatile organic compounds were not found, the <br /> detection limits may have been too high for detection. Additional testing will <br /> be required during the remediation process. We propose to include requirements <br /> in the City's tentative Waste Discharge Requirements calling for analytical <br /> methods with detection limits of 0.5 ug/kg for volatile and semi-volatile <br /> organic compounds. <br /> The inspection also found stockpile areas which were not adequately covered to <br /> prevent runoff from entering the stockpiled soils. The City must ensure that <br /> rainfall does not enter the stockpiled soils where it could leach pollutants to <br /> ground or surface waters. <br /> The City should complete its Report of Waste Discharge, including a CEQA document <br /> and a bioremediation plan that describes the bioremediation process and proposed <br /> cleanup levels. <br /> If you have any questions, please contact me at (916) 361-5737. <br /> 4iGx9�a4_4 <br /> ROBERT A.
