The only analytical results supplied to DHS were <br /> fish bioassay results on two soil samples. The actual <br /> analytical results on flammability and pH were not supplied to <br /> DHS, although our greatest concern was toxicity. <br /> Based on the information provided to DHS in the <br /> December 27, 1990 letter, it appears the two samples are <br /> non-hazardous per Article 11 criteria. However, the record <br /> will show that DHS was not provided information on how the <br /> samples were collected, the location of samples, if the <br /> samples were composites, the quantity of soil in question, or <br /> any other analytical results, such as Total Petroleum <br /> Hydrocarbons, oil and grease, benzene, toluene, xylene, <br /> ethylbenzene, polynuclear aromatic hydrocarbons, or any of the <br /> metals. <br /> Although the samples are non-hazardous, they may still be <br /> considered contaminated due to elevated oil and grease levels <br /> (information from the RWQCB) and possibly other hydrocarbon or <br /> metal constituents. This project, while not regulated by DHS, <br /> should be regulated by the Regional Water Quality Control <br /> Board (RWQCB) and /or the San Joaquin County Environmental <br /> Health. DHS recommends that any treatment of the soil be <br /> monitored so as to avoid any release of contaminants to the <br />
