1 • <br /> PRIMEX TECHNOLOGIES • <br /> Corrective Measures Study Workplan, EPA ID No. CAD 000 626 762 <br /> May 2000 <br /> CMS WORKPLAN <br /> PRIMEX TECHNOLOGIES, TRACY TEST FACILITY <br /> EPA ID No. 000 626 762 <br /> Tracy, California <br /> 1.0 INTRODUCTION <br /> Pursuant to the Resource Conservation and Recovery Act (RCRA) Facility <br /> Investigation (RFI) field report for the PRIMEX Technologies Tracy Test Facility, <br /> prepared by Chow Engineering, Inc., February2000, which was reviewed and <br /> approved by the Department of Toxic Substances Control (DTSC) on March 13, 2000, <br /> Chow Engineering, Inc. (CE) has prepared this Corrective Measures Study (CMS) <br /> Workplan (WP). This CMS WP describes the proposed corrective measures for <br /> remediation of soil impacted with elevated concentrations of petroleum hydrocarbons at <br /> two (2) sites at the Tracy Test Facility. <br /> The Primex Tracy Test Facility is located approximately 3.2 miles south of Interstate <br /> Highway 580 S on Corral Hollow Road near Tracy, California. A site location map is <br /> presented as Figure 1. During the RFI field investigation, soil sampling and analysis <br /> was performed at five (5) sites previously identified by a RCRA Facility Assessment. At <br /> three (3) of these sites, no further action was deemed necessary. At the two sites <br /> identified as Area of Concern #4 (AOC #4) and Solid Waste Management Unit #21 <br /> (SWMU #21) soil sample analytical results indicated concentrations of petroleum <br /> hydrocarbons exceeding 1 ,000 milligram per kilogram (mg/Kg). A site map is <br /> presented as Figure 2. <br /> 1.1 Report Organization <br /> The objectives of the WP are described in Section 2. Section 3 presents the project <br /> management team and project schedule. The corrective measures proposed for AOC <br /> #4 are presented in Section 4. Section 5 presents the corrective measures proposed <br /> for SWMU #21 . Section 6 describes the sampling procedures, analytical methods, <br /> sample documentation, quality assurance/quality control procedures, equipment <br /> decontamination, and reporting to be performed. Section 7 contains health and safety <br /> aspects of the project. References are contained in Section 8. <br /> 1.2 Background <br /> In December 1999, CE implemented the tasks presented in the RFI Field Investigation <br /> Workplan prepared by Environmental Resources Management (August 1999). At AOC <br /> #4, a former fuel storage area, 24 soil samples were collected at 11 locations. Figure 3 <br /> presents the sampling locations for AOC #4. The analytical results for the surfacial soil <br /> samples (0 to 6 inches below ground surface [bgs]) were below the U.S. Environmental <br /> CHOW ENGINEERING, INC. I <br />
