Stockton 99 Speedway <br /> Quality Assurance Project Plan April 12,2047 <br /> 1.0 INTRODUCTION <br /> 1.1 Introduction <br /> This Quality Assurance Project Plan (QAPP) was prepared by The Source Group, Inc (SGI) for the <br /> Preliminary Endangerment Assessment (PEA) at the Stockton 99 Speedway (the Site) in Stockton, <br /> California (Figure 1). This QAPP was prepared in response to quality assurance and quality control <br /> (QA/QC) requirements outlined in Section 2.4.3 of the California Department of Toxic Substance Control <br /> (DTSC) guidance manual for evaluating hazardous substance release sites, title: "Preliminary <br /> Endangerment Assessment Guidance Manual" (January 1994). This QAPP is designed to address <br /> project organization and responsibilities with respect to the PEA and to provide data quality objectives <br /> and quality control procedures for sampling and analysis. <br /> 1.2 Project Background <br /> The Site is located in an area of mixed residential and commercial use. According to information <br /> contained in a Phase I Environmental Site Assessment (Phase I ESA, Kleinfelder 2005) completed by <br /> Kleinfelder, the Stockton 99 Speedway was built in 1947. Prior to that time, the land was believed to be <br /> in agricultural use. The Site currently contains a %/ mile paved racetrack, bleachers, storage sheds, <br /> concession stands, restrooms, and mobile home and dirt parking areas (Figure 2). Improvements <br /> include two domestic water supply wells, power lines, access roads, approximately five dry wells, pad- <br /> and pole-mounted transformers, utility vaults, and subsurface drains (Kleinfelder 2005). <br /> Previous environmental assessments have identified the presence of arsenic, cadmium, lead, <br /> organochlorine pesticides, and petroleum hydrocarbons (TPH) in soil underlying the Site. <br /> Proposed activities include analyzing historical data collected from the Site, performing fieldwork to <br /> provide additional data for analysis, and implementing an appropriate remedial action based on an <br /> evaluation of the data and feasible remedial alternatives. <br /> 1.3 Preliminary Endangerment Assessment Workplan and QAPP Objectives <br /> Refer to the PEA Workplan for a more complete description of the overall project objectives. The <br /> objective of this QAPP is to describe a procedure for validation of project data and, upon implementation, <br /> yield data that are suitable for use in characterizing the Site and evaluating appropriate remedial <br /> alternatives. This document serves as guidance for using historic data and obtaining additional data that <br /> will be used in future phases of the project. Soil sampling at the Site will be conducted according to the <br /> procedures outlined in Section 4 (Field Sampling Plan) of the PEA Workplan and according to the <br /> procedures outlined in this document. <br /> QuWV_Assurance_Projed_PIan.Final.doc The Source Group,Inc. <br />
