Stockton 99 Speedway <br /> Preliminary Endangerment Assessment Workplan April 12,2007 <br /> 2.4 Climate <br /> The climate at the Site is characterized by warm-dry summers and cool-wet winters. The warm-dry <br /> season generally extends from May through October and the cool-wet season from November through <br /> April. Mean annual precipitation ranges from approximately 11 to 12 inches per year. <br /> 2.5 Site Operations <br /> The Site is located in an area of mixed residential and commercial use. According to information <br /> contained in the Phase I Environmental Site Assessment (Phase I ESA, Kleinfelder 2005a) completed by <br /> Kleinfelder, the Stockton 99 Speedway was built in 1947. Prior to that time, the land was believed to be <br /> in agricultural use. The Site currently contains a %-mile paved racetrack, bleachers, storage sheds, <br /> concession stands, restrooms, and mobile home and dirt parking areas (Figure 2). Improvements <br /> include two domestic water supply wells, power lines, access roads, approximately five dry wells, pad- <br /> and pole-mounted transformers, utility vaults, and subsurface drains (Kleinfelder 2005a). <br /> Soil previously excavated from an area located northwest of the racetrack was reportedly used for fill <br /> under bleachers located adjacent to the racetrack. The excavation, or borrow area was reportedly <br /> backfilled with debris including concrete, asphalt, and gardening material. Information provided by Site <br /> personnel to SGl during this investigation indicates that the fill was imported in the early to mid 1960's <br /> from a railroad overpass reconstruction project located in the downtown area of Stockton (SGI 2007). <br /> 2.6 Existing Site Data <br /> Various geotechnical and environmental investigations have been conducted at the Site. Data from <br /> these investigations have been used to develop the conceptual site model and will be supplemented with <br /> additional data gathered during the PEA. A description of the previous investigations is presented below. <br /> Historical soil data is included in Appendix A. Previous sample locations are presented on Figure 3. <br /> As noted above, in September 2005, Kleinfelder conducted a Phase I Environmental Site Assessment for <br /> Legacy Development for the Stockton 99 Speedway racetrack. During the site reconnaissance a number <br /> of potential environmental concerns were noted which included: <br /> • A fuel AST with secondary containment and approximately ten 55-gallon drums, both located <br /> north of the racetrack; <br /> • Stained soil on the southern end of the racetrack infield; and <br /> • A number of structures located onsite that were built prior to 1980 that could contain lead based <br /> paint and/or asbestos containing materials. <br /> PEAwW44an.Final.&x 2-2 The Source Group,Inc. <br />
