Box 388 • Stockton, CA 9§20`i vFj5 <br /> 209/468-3420 <br /> SCOTT T HOOTON AUG 0 7 1996 <br /> BP OIL ENVIR RESR MGMT <br /> 295 SW 41 ST BLDG 13 STE N <br /> RENTON WA 980055-4931 <br /> RE: BP Oil Facility #11192 SITE CODE: 1995123 <br /> 1403 Country Club Blvd <br /> Stockton, CA 95204 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) has reviewed your <br /> July 12, 1996 correspondence and has the following comments. <br /> In order to evaluate your request for"no further action and a letter of case closure", PHS-EHD will require <br /> you to submit a Closure Report that fulfills the requirements listed within the Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigation and Evaluation of Underground Tank Sites, Appendix B, <br /> "Requests for Closure"A March 1994. <br /> Your Closure Report must include the minimum information listed on page two of Appendix B and will be <br /> evaluated by PHS-EHD staff. Once staff has determined that the site meets the requirements, your site <br /> will be placed on the agenda of the Technical Review Committee (TRC)for evaluation of your request for <br /> no further action/closure- <br /> The TRC consists of all PHS-EHD Local Oversight Program staff, Regional Board staff, and outside <br /> professional staff. This committee reviews all the data and comments submitted relevant to the site and <br /> evaluates whether or not the site closure is warranted. Upon acceptance of your Closure Report, you and <br /> your consultant will be notified of the date of the TRC meeting and you both will be invited to attend the <br /> meeting. <br /> Prior to submitting the Closure Report, there are some items noted below that should be addressed. <br /> Groundwater sample analyses are required to follow Tri Regional Board Staff guidelines for site <br /> investigation and detection limits for the analyses shall be at the levels listed within these documents. For <br /> the second quarter in a row, the detection limits for Total Petroleum Hydrocarbons as Gasoline, (TPH-G) <br /> have been elevated and reported as"non-detect". In order to qualify for closure review, all procedures, <br /> tests, and other technical procedures are to be within guidelines established by the Tri-Regional <br /> documents. Tri-Regional guidelines specify that TPH-G for groundwater analysis shall be at 50 ug/I. All <br /> reports submitted in the future shall conform to the minimum guidelines established or will not be <br /> accepted. <br /> A receptor survey of the area around the site will need to be submitted that will verify that private or <br /> municipal wells, utility trenches or other possible conduits that may act as receptors to either groundwater <br /> or vapor migration do not exist. The survey should include receptor information for an area of 2000 feet <br /> from the site in all lateral directions. Well data should include screened interval and water sample data if <br /> the wells fit parameters of potential impact. This survey can be submitted separately or as an inclusion to <br /> the Closure Report. <br /> A Division of San Joaquin County Health Care Services <br />
