Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento, CA 95814 CUF Claim #2413 <br /> Subject: 1403 Country Club Boulevard, Stockton, CA <br /> Annual Five-Year Review Update Recommendations April 2012 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> fifth annual five-year review update letter dated 19 April 2012 from Kirk Larson of the State <br /> Water Quality Control Board (SWQCB) Cleanup Fund (CUF) for the above-referenced site. The <br /> CUF recommends that active remediation by ozone injection continue and that additional plume <br /> definition was not necessary. <br /> By letter dated 28 February 2012, the EHD had directed the opposite course of action; the EHD <br /> had been informed that the ozone injection system had been shut down due to degradation of <br /> the system and that the consultant did not consider it to be cost-effective to repair the system for <br /> further use. The EHD approved shut-down of the oxygen injection system for rebound testing <br /> and directed installation of a previously approved CPT boring to delineate the down-gradient <br /> extent of the intensely TBA-impacted groundwater in the "C" groundwater zone. There is only <br /> one on-site C-zone well. The EHD will continue with the rebound testing, but based on the <br /> professional opinion provided by the Mr. Larson, the EHD will rescind the directive to install the <br /> CPT boring.
