The grout used to
seal the well shall then be topped off and allowed to spill over into the excavation and fill
it for a thickness of one foot to form a `mushroom cap' over the top of the cut casing.
• It `nested' wells were installed at the site and need to be destroyed by overdrilling, an
auger larger than the original auger must be used and centered on the deepest casing
(which is off-center in the original borehole). The auger needs to be sized sufficiently to
reach out and remove all well casings, screens, filter packs, and grout sealant installed
during construction.
• All groundwater displaced to the surface during grout installation shall be pumped out of
the excavation and containerized for proper disposal.
• Any wells located offsite require updated access agreements and/or encroachment
permits to be submitted with the EHD Well Destruction Permit Application.
A minimum 60-day period of Public Participation Notice (PPN) is required to be sent to all
effected properties including adjacent properties and their owners/occupants/tenants. Prepare a
PPN on letterhead that includes a summary of the site history. Include a confidential listing to
the EHC of owners/occupants/tenants that will be notified. Submit the draft PPN to the EHD
staff noted below for review and approval. The 60-day Public Participation period begins once
the PPN is posted to CVRWQCB's GeoTracker website.
Following the completion of the 60-day Public Participation notification, well destruction permit
applications may be submitted and processed by the EHD. Deadline for submittal of the well
destruction work plan is October 7, 2013. Well Destruction Permit Application(s) current fees
are: $37:5.00 per permit, (one permit per parcel) plus $125.00 per each well on the parcel that is
to be destroyed. A nested well is considered to be one well.
If you have any questions please contact Lisa Medina at (209) 468-3455 or by email at
Imedinasicehd.com.
Regards
O
(: isa Medina, REH
Senior Registered Environmental Health Specialist
c: Jame: Barton, PG, CVRWQCB, 11020 Sun Center Drive#200, Rancho Cordova, CA 95670
Jane Bohn, Atlantic Richfield Company, 150 W Warrenville Rd., Mail Code 200-IN,
Naperville, Illinois 60563
Gabe Stivala, 701 University Ave., #200, Sacramento, CA 95825
Calwater, 1505 E Sonora Street, Stockton, CA 95205
City of Stockton, 345 N EI Dorado Street, Stockton, CA 95202
