ti <br /> Y <br /> a <br /> 4.11.4 Emergercy Procedures <br /> Potential incidents fall under three general claisifications: (1) worker <br /> injury or illness; (2) chemical release to the atmosphere, soil, or surface - <br /> waters; and (3) fire or explosions. The following sequence of events consti- <br /> tute the specific responses and control procedures to be taken in the event of <br /> these three incident scenarios. <br /> The initial response to any emergency will be firstly to protect human health <br /> and safety, and then the environment. Secondary response to the emergency <br /> will be identification, containment", treatment, and disposal assessment. <br /> 4.11.4.1 Hazard Assessment <br /> �. The Emergency Coordinator and Field Supervisor in.consultdtion with the Health <br /> and Safety Coordinator will assess possible hazards to- human health or the <br /> environment that may result from the chemical release, fire, or explosion. <br /> The Emergency Coordinator will assess the hazards posed by an incident through <br /> the following steps, as appropriate: <br /> ' Assess immediate threat to human life and health. <br /> • Assess immediate need to protect public health and safety <br /> Identify the materials invuTved in the incident <br /> Identify exposure and/or release pathways and the quantities of <br /> materials involved <br /> • Determine the potential effects of exposure/release, and appropriate <br /> " safety precautions. <br /> This assessment will consider both the direct and indirect effects of the <br /> chemical release fire, or explosione. <br /> ( g., the effects of any toxic, irritat- <br /> ing, or asphyxiating gases that are generated, or the effects of any hazardous <br /> surface water runoff from water or chemical agents used to control fire and <br /> heat-induced explosions). <br /> Based on this assessment, the Emergency Coordinator will determine what <br /> risks are posed to,'site personnel and community populations.
