TECHNICAL SPECIFICATIONS <br /> PHASE 1 SUBSURFACE INVESTIGATION <br /> I. GENERAL <br /> BP Oil's approach to hydrageologic investigations of <br /> hydrocarbon contamination will be conducted in a series of r <br /> phases. Each phase will have a specific set of objectives <br /> and a limited work scope designed to answer questions <br /> regarding contamination extent, movement, impact to <br /> structures and utilities, and an evaluation of prospective <br /> recovery systems. Site-specific conditions usually require <br /> case-by-ca--- development of work scopes for each phase in the <br /> investigation and recovery efforts. The firfi; phase of the <br /> investigation will be directed toward collection of <br /> information and data about the facility, the subsurface <br /> beneath station property, and the surrounding area. After <br /> this information is developed, an engineering and <br /> hydrogeologic evaluation is made to evaluate the, need for and <br /> identify feasible recovery options. Objectives of this <br /> initial, or Phase I investigation are as follows: <br /> 1. Obtain information on the regional geology and hydrology <br /> of the area; <br /> 2. Define, through a field investigation, the shallow <br /> geology and water-table aquifer beneath the facility; <br /> 3. Define horizontal and vertical extent o�2 free, <br /> dissolved, and bound product within company property and <br /> probable movement, if any, off facility property; <br /> 4. Evaluate impact of the product loss on structures and <br /> utilities in the immediate area; <br /> 5. Evaluate recovery options and recommend, if appropriate, ' <br /> the most feasible option and implementation cost. <br /> After the Phase I investigation a second phase, or remedial <br /> action plan design phase, will be developed for those <br /> facilites where cleanup is warranted. This and additional <br />�{ phases (construction and a startup of recovery systems, <br /> monitoring, etc.) Will be developed on a case-by-case b4: <br /> II. ., PHASE I WORK SCOPE <br /> To investigate a known or suspected product loss at a <br /> facility, BP Oil will authorize the service of an outside <br /> contractor to perform the;;Phase I investigation.
