Upgradi&At Environmental consultants
''
Febaruary 17, 1998
Mr. Michael Infurna, Senior REHS 9$ FEB 19 AIS 11: 38
Public Health Services
Environmental Health Division
San Joaquin County
P. O. Box 2009
Stockton,CA 95201
Subject: Work Plan Addendum
Kwikee Food Mart
2081 Country Club Boulevard
- Stomion,CA
Dear Mr. Inf ima:
On behalf of Mr. William Peters,Upgradient Environmental Consultants would like to amend
the October 1997 work plan for further investigation of groundwater contamination at 2081
Country Club Boulevard. Specifically,we request that off-site drilling, including the monitoring
well that was proposed in Franklin Street,be postponed. We have three reasons for making this
request: 1)groundwater monitoring in November, 1997 indicated that the flow direction is still
eastward rather than northward. Hence,a well on Franklin Street is unlikely to intercept
contaminated groundwater from the Kwikee Foods property; 2)several monitoring wells already
exist near the proposed well and are currently providing data regarding groundwater
contamination and flow direction; 3)the San Joaquin County Department of Public Works
requires that a$2,000 bond be posted in order to obtain an Encroachment Permit. Due to the
well's questionable value and Mr. Peter's limited financial resources at this time, this money
could be better spent on other activities, such as removing the underground storage tanks from
the site.
We would like to re-evaluate the option of drilling a well in Franklin Street at a later time, after
the new on-site wells have been installed and quarterly monitoring has begun. We hope that this
plan is acceptable to you.
The UST removal is currently planned for early March, with drilling to follow soon after.
Sin erely,
Victor B. Cherven,Ph.
