In <br /> addition, EHD has reviewed data and figures from earlier reports prepared by <br /> UEC. Conclusions presented by UEC in the reports and letter include: <br /> • The data collected during the second quarter 2002 reveals that ground <br /> water elevation recovers and an eastward ground water flow direction on <br /> the subject site resumes following cessation of dual phase extraction <br /> (DPE) activities on the 2183 Country Club Boulevard site (the Chevron <br /> site, or the former Chevron site). <br /> • Recovery of ground water levels on the site, but not on the Chevron site <br /> has resulted in eastward flow of ground water under the site and westward <br /> flow of ground water west of the site. <br /> • Increasing contaminant concentrations in samples from the onsite wells is <br /> a result of the reestablished eastward flow of ground water transporting <br /> more intensely impacted ground water from under Franklin Street onto the <br /> site. <br /> • The increased concentrations in KF-3 contradicts the January 2002 <br /> suggestion by EHD that higher soil concentrations may exist east of that <br /> well near the former UST cavity, causing concentrations to increase when <br /> ground water flows to the west from the excavation toward KF-3. <br /> • An interpretation from First Quarter 2002 Report was reiterated "Several <br /> years elapsed before the hydrocarbon plume at the former Cheveron site <br /> migrated eastward sufficiently to impact the groundwater at the Kwikee <br /> Foods site. The hydraulic gradient is relatively flat, and the rate of ground <br /> water flow is probably rather slow. Therefore, despite the fact that the <br /> gradient has now reversed due to active remediation at the former <br />
