Webber ENVIROINN)ENT HEALTH <br /> Stockton, CA 95201 PERMIT/SERVICES <br /> Subject: Work Plan for Well Abandonment <br /> Kwikee Food Mart R <br /> 2081 Country Club Boulevard ,, f <br /> Stockton,CA <br /> Dear Mr. Infurna: <br /> In accordance with your January 15, 2002 directive, two additional quarters of groundwater <br /> monitoring have been performed at 2081 Country Club Boulevard(Kwikee Foods). As requested <br /> in your letter, water samples were collected from all seven wells on both occasions, and were <br /> analyzed for total lead and 1,2-DCA in addition to gasoline,BTEX, and gasoline oxygenates. <br /> Quarterly reports were prepared and submitted to your office following both sampling events, <br /> and in those reports we concluded that the additional monitoring data support our previous <br /> contention that groundwater contamination beneath the site originated off-site at the former <br /> Chevron station at 2103 Country Club Boulevard and subsequently migrated eastward under the <br /> prevailing hydraulic gradient to 2081 Country Club. We also concluded that active remediation <br /> at the former Chevron site is producing the desired result at the Kwikee Foods site. As <br /> consultants for Mr. William Peters, we therefore request that our December 2001 application for <br /> site closure be approved and that responsibility for the contamination be transferred to the <br /> owners of 2103 Country Club. Further, on behalf of Mr. Peters, we have prepared this work plan <br /> to destroy the groundwater monitoring wells so that the site may be released from further <br /> monitoring. <br /> We propose to abandon wells KF-1,KF-2, KF-4',KF-6, and KF-7 in place,because little or no <br /> soil contamination was detected in these wells when they were drilled. Benzene was detected in <br /> only one sample from these borings, at a concentration of 0.01 parts per million, and other <br /> volatile aromatic compounds were either absent or present only at concentrations that were <br /> nearly as low as the detection limit. The total concentration of petroleum hydrocarbons (TPH-g) <br /> was below the detection limit in all samples. Hence, it is evident that soil in these borings poses <br /> no threat to groundwater, and can remain in place. These wells range in depth from 15 to 30 feet, <br /> and will pressure grouted with neat cement. <br /> No soil samples were collected during drilling of KF-3, but contaminated soil was encountered <br /> in nearby Geoprobe®borings. One soil sample from KF-5 was also slightly contaminated(TPH- <br /> g was detected at 2.98 parts per million). Therefore, these two wells will be drilled out and <br /> Stockton: P.O.
