The following concerns are presented for your review. <br /> At the groundwater sampling event held on November 20, 2001, MtBE was detected in <br /> monitoring well "KF-3" at 140 ug/I by EPA Method 8020 and was not confirmed by EPA <br /> Method 8260B. There is no groundwater data for 1,2 Dichloroethane (DCA) or ethylene <br /> dibromide (EDB) from any of the monitoring wells. No other Oxygenates have been <br /> analyzed for in groundwater samples since February 14, 2001. Lead (TTLC) was <br /> detected in the groundwater at 140 ug/I at the time the underground storage tanks (UST) <br /> were removed in March 1998 and has never been analyzed for in the groundwater <br /> samples from the monitoring wells. Additional groundwater analyses is required from all <br /> of the monitoring wells for all of the Oxygenates, DCA, and EDB by EPA Method 8260B <br /> and Lead before a EHD can complete the evaluation for your request for No Further <br /> Action (NFA). <br /> The CVRWQCB has requested that some additional information be included in the next <br /> report submitted for review. Please adjust the scale on the Figure 4 graph so that the <br /> maximum contaminant levels (MCL) for Benzene can be represented easier and brought <br /> into perspective. A logarithmic scale may be helpful. <br /> Also, it has been requested that a `historical groundwater direction and flow rate' <br /> diagram be included in the next report as well as a graph of 'depth to water and <br /> groundwater contamination and flow direction'. Recent changes in the direction of the <br /> groundwater flow and substantial changes in depth to groundwater have raised <br /> questions that must be answered in order to support your consultant's conclusion that <br /> the groundwater petroleum contamination at your site is not from your site, but from the <br /> Chevron site west of Kwikee Market. <br /> Kwikee monitoring well KF-3 is located just west and now down gradient of the former <br /> Kwikee USTs and on November 2001 detected the highest concentrations of petroleum <br /> in the groundwater since May 2001 when the groundwater was also to the west. <br /> A Division of San Joaquin County Health Care Services <br /> c: CVRWQCB— Marty Hartzell, Sacramento. <br /> c: SWRCB—CUF—Mark Owens, Sacramento. <br /> c: Upgradient Consulting —V.
