As requested in the PHS/EHD letter, all samples were analyzed for all oxygenates, 1,2-DCA, EDB,
and total lead. No EDB or lead was detected, and the only sample that contained detectable 1,2-
DCA was KF-5. This sample also contained Tertiary butanol (TBA), as did that from KF-3, which
also contained Tertiary-amyl-methyl-ether. However, none of the Chevron samples were analyzed
for these constituents, so it is not possible to determine where these hydrocarbons originated.
Several years elapsed before the hydrocarbon plume at the former Chevron site migrated eastward
sufficiently to impact the groundwater at the Kwikee Foods site. The hydraulic gradient in the area
is relatively flat, and the rate of groundwater flow is probably rather slow. Therefore, despite the
fact that the gradient has now reversed due to active remediation at the former Chevron site, it is
unrealistic to expect that contaminant concentrations will decrease to non-detect levels in all
Kwikee wells within a few months, or that they will decline consistently every quarter and increases
will not occur occasionally.'Nonetheless, laboratory data collected over the last seven years do
prove that concentrations are on the decline, and there is no reason to expect this trend will reverse.
Hence, we reiterate our contention that this site should be closed with no further action, and that
natural attenuation and remediation at the Chevron site will restore the Kwikee site.
i
