Robbins, Chevron Counsel, <br /> dated June 25, 1992 and has the following comments. <br /> The "Subsurface Assessment Report" dated November 17, 1986 as submitted by <br /> Groundwater Technology, Inc. indicated "strong hydrocarbon odors were noted by the <br /> project geologist" and "approximately J inch of free product was observed in monitoring <br /> well 1 on November 4, 1986". This data was filed with PHS/EHD in proper report form <br /> and supports the conclusion that an unauthorized release occurred while the station's <br /> operation was under Chevron's control. As such, PHS/EHD will continue to list Chevron <br /> USA, Inc. as a "responsible party" for this site's contamination investigation and <br /> remediation. As for the current submittal of "finger-printing" analysis, PHS/EHD will <br /> consider review of evidence when submitted in a report form, complete in format and <br /> documentation and following protocol listed within the 'Tri-Regional Board Staff <br /> Recommendations for Preliminary Evaluation and Investigation of UGTs". <br /> Deadlines recently issued by Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) in correspondence from J. Lawrence Pearson, P.E., dated June 5, 1992, <br /> are still in effect. <br /> Failure to comply with directives or failure to continue to investigate and clean up the <br /> site may result in formal enforcement. <br /> A Division of lan Jmyuin(ounryHraith i:arc lances C� <br />
