MAR-22-95 WED 14:58 SAN JOAQUIN VALLEY APCD FAX NO 209 54b Bbb'L r. uiwiuo <br /> RULE4651 VOLATILE ORGANIC COMPOUND EMISSIONS FROM <br /> DECONTAMINATION OF SOIL (Adopted April 16, 1992, Amended <br /> December 17, 1992) <br /> 1.0 Purpose <br /> The purpose of this rule is to limit VOC emissions from the excavation and <br /> treatment of soil that has been contaminated by organic liquid as a result of leakage <br /> from storage or transfer facilities, from accidental spillage, or other deposition_ <br /> 2.0 Applicability <br /> This rule shall apply to the excavation and treatment of soil that has been <br /> contaminated by organic liquid as a result of leakage from storage or transfer <br /> facilities, from accidental spillage, or other deposition. <br /> 3.0 Definitions <br /> 3.1 Active Soil Aeration hale: a pile of contaminated soil with a volume at least <br /> one cubic yard which is undergoing limited aeration in accordance with the <br /> requirements contained in Section 52_ <br /> 3.2 Contaminated Soil: soil which registers 50 ppm or greater of VOC when <br /> lmeasured as hexane at a distance of three (3) inches above the surface with <br /> an organic vapor analyzer, or soil containing VOC which has been identified <br /> for decontamination by the designated lead agency. <br /> 3.3 Decontamination: the removal of VOC from contaminated soil by an <br /> approved process. <br /> 3.4 Organic Content: the VOC concentration used to determine the daily rate at <br /> which contaminated soil may be added to an active soil aeration pile. <br /> 3.5 Organic Vapor Analyzer: a hydrocarbon analyzer which satisfies the <br /> specification requirements of EPA Method 21, 40 CFR Part 60. <br /> 4.0 Exemptions <br /> 4.1 The requirements of this rule shall not apply to: <br /> 4.1.1 Treatment of less than one (1) cubic yard of contaminated soil_ <br /> 4.1 2 Accidental spillage of one barrel (42 gallons) or less of liquids <br /> containing VOC_ <br /> Csrvvnrco 4651 - 1 12/17/92 <br />
