MAR-22-95 WED 15,00 SAN JOAQUIN VALLEY APCD FAX NO. 209 545 ebb[ r. ua uo <br /> low <br /> using the procedures described below unless other methods are <br /> approved by the APCO. <br /> 6.2.2 Samples shall be taken from at least three(3)inches below the surface <br /> of the pile using a driven-tube type sampler, capped and sealed with <br /> inert materials, and extruded in the lab in order to reduce the loss of <br /> volatile materials; or by using a clean brass or stainless steel tube (at <br /> least three (3) inches long) driven into the soil with a suitable <br /> instrument_ The ends of the brass tube shall then be covered with <br /> aluminum foil, then plastic end caps, and finally wrapped with a <br /> suitable tape_ The samples shall then be immediately placed on ice, <br /> or dry ice, for transport to a laboratory. <br /> 6.2.3 Chain-of-custody records shall be kept to document possession of a <br /> sample from the time it is taken in the field until it is analyzed. <br /> 6.3 Offsets <br /> If a decontamination treatment system is required solely to comply with the <br /> requirements of this rule, such system shall not be subject to Rule 2201 (New <br /> and Modified Stationary Source Review), ,provided the system includes Best <br /> Available Control Technology and the emissions do not exceed two (2) tons <br /> per year of any affected pollutant. <br /> 7.0_ Cnmpliance Schedule <br /> The requirements of this rude hecome effective September 19, 1991 except for the <br /> following: <br /> 7.1 Any soil excavation or decontamination project which received District <br /> approval prior to September 19, 1992 may continue their operation until the <br /> soil is no longer contaminated or until July 1, 1992, whichever comes first. <br /> 7.2 Any decontamination system whose initial installation occurs on or after <br /> September 19, 1992 shall be in full compliance with the provisions of the rule <br /> upon initial operation. <br /> srvuarcn 4651 - 5 12/1 7/92 <br />
