PHS/EHD has the following comments for <br /> your consideration. <br /> The report included the analytical results obtained from samples collected on October 25, <br /> 1996. Not only was free product measured in RW1A, but significant petroleum <br /> hydrocarbon and methyl tertiary butyl ether (MTBE) contamination was evidenced on site <br /> and off site. Upon observation of free product, your free product recovery plan which <br /> PHS/EHD has requested, should be implemented. <br /> PHS/EHD understands from your consultant, Enviros, that you have supplied the City of <br /> Stockton with the necessary information, so that an encroachment and revocable permit <br /> can be issued for the additional monitoring wells to define the lateral extent of groundwater <br /> contamination. You have already received an access agreement from St. Bernadette's <br /> Catholic Church for the additional well on their property which is necessary to define the <br /> lateral extent of the MTBE contamination which has migrated off site. The MTBE plume <br /> has migrated over 200 feet in the two years since the release occurred and the full lateral <br /> extent of the MTBE contamination is unknown. <br /> The initial response by Shell following the catastrophic release December 1994 was to <br /> remove free product and perform a limited overexcavation following the May 1995 tank <br /> removals that were prior to the installation of replacement tanks. Given the severity of the <br /> release and nearby water supply wells, additional corrective action is required. <br /> Please begin preparation of the Corrective Action Plan pursuant to the California Code of <br /> Regulations, Title 23, Division 3, Chapter 16 Underground Storage Tank Regulations, <br /> Article 11 , §2725 Soil and Water Investigation Phase. Data should be collected in this <br /> phase which includes the collection and analysis of data necessary to assess the nature <br /> and vertical and lateral extent of the release and to determine a cost-effective method of <br /> cleanup. <br /> A Division of San Joaquin County Health Care Services <br />
