PUBLIC 'HEALTH SERVICES
Pqup
SAN JOAQUIN COUNTY
r :
ENVIRONMENTAL HEALTH DIVISION 'r
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Officer
304 E. Weber Ave., Third Floor • P. O. Box 388 • Stockton, CA
209/468-3420 CC
JEFF CRANBERRY V
SHELL OIL PRODUCTS CO MAILED MAR 2 6 1996
PO BOX 4023
CONCORD CA 94524
RE: 141 North EI Dorado Street SITE CODE: 2436
7910 Lower Sacramento Road SITE CODE: 1660
2575 Country Club Boulevard SITE CODE: 1070
6131 Pacific Avenue SITE CODE: 1223
A summary has been prepared of the discussions held during the office meeting on
February 2, 1996 that was attended by the following: Karna E. Harrigfeld
representing Neumiller and Beardslee, William Shipp and Paul Hayes representing
Fugro West, yourself and Brad Boschetto representing Shell Oil, and Mary Meays
representing San Joaquin County Public Health Services, Environmental Health
Division. My apologies for the time it has taken to prepare this summary.
141 North EI Dorado Street
Karna Harrigfeld indicated that the property owner was negotiating the sale of the
property. Mary Tucker Ellen with Shell Oil would be preparing correspondence
indicating that Shell Oil was committed to completing actions necessary to achieve
site closure/certification. Karna Harrigfeld requested that PHS/EHD evaluate Shell
Oil's compliance status and prepare correspondence reflecting Shell Oil's
compliance status. Karna Harrigfeld indicated that she would be submitting
information on the buyer's status as it becomes available.
PHS/EHD indicated that confirmation soil borings would be necessary to evaluate
any residual soil contamination. Shell agreed to submit within one month an
addendum work plan and a permit application. The additional analyses to provide
site specific environmental fate analysis, including Toxicity Characteristic Leaching
Procedure (designed to determine mobile fractions) and organic carbon content
would be performed. A brief discussion ensued regarding the merits and
drawbacks of push point technology versus auger drilling methodology.
A number of modifications to the remediation systems were agreed upon including
the following: the groundwater extraction system will be turned off; the
submersible pumps removed from the extraction wells; and the City of Stockton
notified. The vapor extraction system will be temporarily turned off, prior to
confirmation soil sampling, so that the subsurface environment can equilibrate.
Groundwater oxygenation will be initiated in the extraction wells and continued in
the monitoring wells.
A Division of San Joaquin Countv Health Care Services
