Gasoline contamination, including methyl tertiary butyl ether has been evidenced in samples collected
from a nearby domestic well and the Caltrans irrigation well, in addition to on site and off site monitoring wells
installed by Shell Oil. if permission is granted by the nearby property owners, PHS/EHD has directed Shell Oil to
sample several domestic and irrigation wells on a quarterly basis. A summary of the observations which were made
during the well sampling inspection and information obtained during a related permit survey has been prepared for your
information and consideration.
The domestic well was located outside with an insecure partial covering. The well was connected via a pipe to the
pressure tank through an unfinished hole in the garage where the tank was located. The pressure tank appeared to be
leaking as evidenced by accumulated water adjacent to the tank. The well's surface seal was obviously compromised as
evidenced by large cracks of up to 3 inches wide in the cement adjacent to the well. An attempt was made in the past to
cover these large cracks with concrete as evidenced by the loose piece of concrete which was placed next to the well.
The other half of the loose piece of concrete was not observed near the well. The well also appeared to be covered by a
casing cover as was suggested when the representative from Blaine Tech attempted to loosen the chlorinating plug to
obtain a sample directly from the well. As attempts were made to loosen the plug, what appeared to be the casing,
noticeable moved. No further attempts to access the well through the chlorinating plug were made.
As a part of collecting site histories of properties near the Shell Station, PHS/EHD reviewed permit histories. No
permits for septic system repair or destruction were located for this property. The only permit which was located was
for a pump replacement in 1981.
PHS/EHD spoke with Carol Carrick, the daughter of the property owner, and showed her the problems which were
observed with the well. PHS/EHD will provide the property owner with written notification that the well must be
repaired. PHS/EHD recommends that the condition of the domestic well located at 2456 Country Club be evaluated by
a C-57 licensed contractor and that the cost and benefit of repairing the well be compared with the cost and benefit of
connecting to a public water supply. It is PHS/EHD's intent to provide as much information as possible to protect the
public health of the residents of San Joaquin County.
Should you have any questions, require further information,or wish to schedule a joint inspection, please do not
hesitate to contact me at(209)468-0337.
Donna Heran,REHS,Director
Envronnm11eeXnJJ'ttaa"l HHeaallthDivision '
Meays, Senior REHS MgaretLagoHC s
Site Mitigation Unit Supervisor
cc: Interested Parties List
A Division of San Joaquin County Health Care Services
