He stated that in the 97-003 Office of Drinking Water <br /> Implementation Policy for MTBE, is the statement that vulnerable water systems must test for MTBE <br /> regardless of their waiver status. With large water systems, if not identified as vulnerable, MTBE <br /> analysis will not be conducted until the next regular VOC analysis. He stated that the Water Quality <br /> ManagementtMonitoring (WQM) Database which is managed by the Health and Welfare Data Center <br /> (HWDC) is updated at least every six months though he related an example when he was looking in <br /> January for some information and data from December had already been entered. He stated that the <br /> database could be accessed to get the results of testing which would include all the wells in San <br /> Joaquin County and who operates the well. He stated that the information for small water systems is <br /> not so organized since each small water system pays a yearly permit of$407 that just pays for 6 hours <br /> of time. He stated that DTSC is working on the risk assessment for MTBE and the interim action level <br /> is 35 ppb for DHS, EPA draft level of 70 ppb, and taste and odor levels reported at 15-45 ppb. He did <br /> indicated that while Primary standards were related to health effects and Secondary standards were <br /> related to ascetics that secondary standards were enforceable. Although for naturally occurring <br /> compounds a waiver could be obtained, if the water service surveys their customers. <br /> During a supplemental conversation. John stated that using the store-it code for MTBE (A-030) he <br /> could not find any MTBE information for wells in San Joaquin County(County Code: 39) <br /> 1 spoke with Joe Spano, (209) 948-7696. 1 requested a list of all the large water wells and MTBE <br /> results. He explained about the waiver business which would allow a well not to be sampled for VOCs <br /> for up to 6 years. I reiterated about the issue of vulnerable and he offered to provide a GIS map and <br /> help with locating the wells so that cross references could be made.
