PHS/EHD has prepared the following comments for your consideration and response.
Shell Oil has made considerable progress towards performing the field activities necessary to provide the information
required to prepare the corrective action plan. Recently, aquifer tests were performed and CPT borings advanced to
describe the subsurface lithology to a maximum depth of 130 below ground surface(bgs). PHS/EHD understands that
some difficulties were encountered during the installation of the deeper monitoring wells with heaving sands which has
postponed the installation of these wells until a mud rotary rig is available to set the conductor casing.
PHS/EHD grants the extension of the due date from December 30 1997 to January 31, 1998. Some field activities;
however, must be completed by December 5, 1997 including:
A report of findings from the Department of Water Resources well information review.
A description of how current private and public wells' integrity will be ascertained.
A plan and schedule for the domestic well repairs related to sample collection.
Also, PHS/EHD understands that Caltrans has discontinued the use of the irrigation well located at Country Club and
Plymouth Ave and has connected to California Water Service. Please describe the responses which Shell Oil has taken
related to the contamination of this well and subsequent expenses to hook up to a private water purveyor. Also,
PHS/EHD has received numerous inquiries regarding real estate disclosure responsibilities of nearby property owners
for the contamination evidenced at the nearby Shell Oil facility. Please provide a description of Shell Oil's standard
response when situations such as these arise.
As you are aware there is a public participation requirement within the Corrective Action Regulations. After review of
the Corrective Action Plan which is due January 31, 1998 PHS/EHD may schedule a public meeting to discuss and
answer any questions which community members may have regarding the content of the corrective action plan.
If you have any questions, please contact me at(209)468-0337.
Donna Heran, RENS,Director
Environmental
Health Division
`y V
Mary Meays, Senior REHS Margaret Lagorio, REHS
Site Mitigation Unit Supervisor
cc: Interested party list
A Division of San Joaquin County Health Care Services
