Infurna, Jr.
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton, California 95202
Re: UST Cleanup Fund Letter of Commitment Suspension
Palisades Gas and Wash Service Station No. 835
2705 Country Club Boulevard
Stockton, California
Site No. 1072, RO No. 1504
Dear Mr. Infurna:
On behalf of Palisades Gas & Wash, Inc. (PG&W), Stratus Environmental, Inc. (Stratus) has
prepared this letter to bring to your attention a recent letter from the State Water Resources
Control Board, Division of Financial Assistance (Cleanup Fund,) dated October 23, 2008, and
the potential implications of the letter on the ongoing environmental activities at the former
PG&W Service Station No. 835, located at 2705 Country Club Boulevard, Stockton, California.
This property is listed as one of the over six hundred claims that have been deemed "lower
priority" by the Cleanup Fund and for which the letter of commitment (LOC) will be suspended
in the near future (according to the Cleanup Fund's Suspended USTCF Priority C Claims
spreadsheet).
PG&W Station 835 is located in close proximity to two other properties with documented
petroleum hydrocarbon impact to the subsurface-(7-11 Station-located at 2725 Country Club
Boulevard, and former Shell Station located at 2575 Country Club Boulevard). A relatively
large number of groundwater monitoring wells have been installed at each service station to
enable monitoring of groundwater impact across several groundwater intervals within the
subsurface.
The claim applicant and responsible party (PG&W) for this property has very limited means of
financing the large costs of completing environmental compliance activities relating to the
environmental case. If these activities are to continue, PG&W has no choice but to rely upon the
Cleanup Fund for assistance with financing future environmental-related work. Based upon the
financial and technical reasons cited here, Stratus and PG&W do not agree that this site should
be deemed low priority.
KAUSA Gasoline\0835\Correspondence\usa835 letter re LOC Suspension Oct 2008.doc
