CCC VUBLIC HE'XTH SERVIC'eS
o c
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer .:
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
PY
December 1,2000 CO
Charles Pringle,Project Manager
Tilton Pacific Construction
4150 Citrus Avenue
Rocklin,California 95677-
RE:
5677RE: Onsite irrigation well at 2720 Country Club Boulevard, Stockton, California
This letter is in response to a meeting of Environmental Health Division staff and you on
November 28,2000,at the above site. San Joaquin County Environmental Health
Division(EHD) is the regulatory agency for permitting the construction and destruction
of all wells in San Joaquin County. You stated that Safeway has decided to keep the
onsite well for irrigation purposes.
Environmental Health Division is not supportive of keeping an auxiliary source for the
purpose of irrigation when the facility is being served public water. EHD has no record
of the construction of this well (prior to 1972 Ordinance requirements). EHD is aware of
a nearby Methyl-tert-butyl ether(M.T.B.E.)plume in the groundwater that is northeast of
this location.
EHD wants you and Safeway to understand the potential risks of keeping this well even
with the approved back-flow devices properly installed. The pumping of this well may
draw the M.T.B.E.plume into a west/southwest direction and contaminate this well. The
California Regional Water Quality Control Board has previously ordered the destruction
of irrigation well(s)that have been impacted with M.T.B.E. as part of cleanup abatement
action. In addition, the back-flow devices will require on going testing as required by
Title 17, California Code of Regulations. The cost of properly destroying this well will
continue to escalate in the future.
California Water Service and the City of Stockton,Building Department have been
notified about the existence of this well and Safeway's desire to keep it. San Joaquin
County Development Title, Section 9-1115.6 will require that the licensed contractor who
installs the pump on this well obtain a pump permit from Environmental Health Division.
A Division of San Joaquin County Health Care Services
