Reents <br /> Senior Engineer Area Engineer <br /> DATE: 1 April 1985 SIGNATURE: <br /> SUBJECT: LIBBEY-OWENS-FORD (LOF) OIL SPILL CLEANUP, <br /> SAN JOAQUIN COUNTY <br /> Woodward-Clyde Consultants , consultants to LOF , submitted a <br /> proposal dated 14 March 1985 to identify and delineate oil <br /> contamination in the shallow aquifer at the subject site. The <br /> following are my comments: <br /> 1 . The proposal states that electromagnetic (EM) measurements <br /> were made at the site , the results of which supplied a <br /> tentative plume location , but these were not included in <br /> the report. The measurements, along with all interpretative <br /> data should be submitted. <br /> 2 . LOF has collected qualitative data from the numerous <br /> trenches dug on-site for initial plume definition. These <br /> results should .be submitted. <br /> 3. The statement on page 2 , item #1, that drill cuttings will <br /> be examined for oil infers that other than a hollow stem <br /> auger will be used. Due to the very shallow ground water <br /> and the geology on-site , a hollow stem auger is the <br /> obvious best choice for soil sampling and well installation. <br /> Use of any other drilling method should be described and <br /> justified. <br /> 4 . Wells must be screened well above the ground water table to <br /> facilitate oil identification and removal . Due . to the <br /> shallowness of the aquifer , wells may have to be screened <br /> almost to the ground surface. <br /> 5 . Page 2 , item #2 states that all bore holes will be completed <br /> as wells but some of these will be removed after sampling. <br /> Wells should be completed and left in all borings . The <br /> wells will be useful for monitoring cleanup and possible <br /> future oil extraction, as well as initial plume definition, <br /> and their cost is minimal . Consideration should also be <br /> given to installing wells ( some or all ) greater than two <br /> inches in diameter so that they may be used for pumping and <br /> extraction. <br />
