A general condition <br /> which would be placed on any cleanup operation would be that the contaminant has <br /> been reduced to the extent that it is no longer mobile. If your cleanup program <br /> could ensure that this condition would be met, neither soil removal nor long- <br /> term site maintenance would be required.
