WORK PLAN ADDENDUM
SOIL REMEDIATION CONFIRMATION SAMPLING
Libbey-Owens-Ford Co.
500 E. Louise Avenue
Lathrop, California
Prepared by:
Condor Earth Technologies
November 23, 1993
LO PURPOSE
This document is an addendum to the "Work Plan - Soil and Groundwater Investigation and
Remediation" dated October 15, 1993 for work inside the wareroom building at the Libbey-Owens-Ford
Co. (LOF) building in Lathrop. The original work plan and a subsequent letter addendum dated
October 22, 1993 contained an introduction, a brief site history, a detailed description of the proposed
investigation of soil and groundwater, and outlined a general soil and groundwater remediation
strategy. This workplan was approved by the California Regional Water Quality Control Board
(RWQCB) on October 23, 1993. The purpose of this work plan addendum is to further describe the
excavation that is proposed for soil remediation, and to present a proposed confirmation sampling
program
As discussed in the original work plan, it is critical that necessary remedial actions are
implemented as soon as possible to avoid delays in a 44 million dollar modernization effort for the
facility. LOF is committed to expeditious implementation of the work plan and addendums, and
requests that Regional Water Quality Control Board Staff(Regional Board) provide prompt review,
comments and approval of this addendum.
Nkiw-
. CONDOR
