LIBBEY-OWENS-FORD COMPANY <br /> LATHROP PLANT NO. 10 <br /> San Joaquin County <br /> Libbey-Owens-Ford Company, Lathrop Plant No. 10, is an existing glass <br /> manufacturing plant located near the town of Lathrop. The plant manu- <br /> factures regular (float) glass, architectural glass, and tempered and <br /> laminated automotive glass. A current average flow rate of 4.0 million <br /> gallons per day of treated plant and sanitary wastewater is discharged <br /> into the San Joaquin River. The existing plant's sanitary waste treatment <br /> consists of a packaged extended aeration basin/settling tank. The in- <br /> dustrial wastes are treated in a dissolved air flotation tank before com- <br /> bining with the treated sanitary wastes in a holding pond. Wastewater <br /> from this holding pond is transported by pipeline one (1) mile to the <br /> San Joaquin River Discharge Site 001. Sanitary waste sludge is removed <br /> by a commercial disposal company; industrial waste sludge is taken to <br /> landfill. <br /> The effluent limitations for the combined wastes were determined, in <br /> part, in accordance with the effluent guidelines given in the Federal <br /> Register on 14 February 1974 for the Glass Manufacturing Point Source <br /> Categories by the Environmental Protection Agency. The guidelines set _ <br /> limits for the best practicable treatment for four (4) effluent con- <br /> stituents: total suspended solids, oil, phosphorous, and pH.
