Libbey-Owens-Ford Glass Co. -2- <br /> WHEREAS <br /> WHEREAS a picnic area ani trailer court ar= located on the ban'_r. of <br /> the San Joaquin River across and just above the discharge point, a,n6 just <br /> below this site is a fishing resort with boat rental and docking facilities; <br /> and <br /> WHEREAS adult salmon must pass this point on their upstream migration, <br /> and fingerling salmon must pass again on their way to the sea; and <br /> WHEREAS San Joaquin waters are heavily used for irrigation and stock <br /> watering, and <br /> WHEREAS waters of the lower San Joaquin are exported via Contra Costa <br /> and Delta-Mendota Canals, and further may be diverted in accord with the <br /> California Water Plan; and uses for such export waters include municipal, <br /> irrigation, industrial, and domestic supply; and <br /> WHEREAS Lower San Joaquin waters are currently used for domestic, <br /> industrial, navigation, fishing, and fish propagation, recreation and <br /> boating purposes; and <br /> WHEREAS it is the intent of the Central Valley Regional Water Pollution <br /> Control Board to protect the indicated beneficial uses of the San Joaquin <br /> waters, therefore be it <br /> RESOLVED that the following requirements are hereby established to <br /> govern the nature of the proposed waste discharge from the Libbey-Owens- <br /> Ford Glass Plant near Lathrop for disposal to the San Joaquin Rivers <br /> 1. The waste discharge shall have no immediate oxygen demand as <br /> measured by the 15 minute immediate dissolved oxygen demand test, <br /> 2. The waste discharge shall not cause the dissolved oxygen content <br /> of the San Joaquin River waters to fall below 5.0 parts per million. <br /> 3. The waste discharge shall not cause the sodium ratio of waters <br /> in the San Joaquin River to exceed 60%. <br /> 4. The waste discharge shall not contain more than 15 ppm of ether <br /> soluble materials, <br /> 5. The waste discharge shall not have a pH in excess of 8,5, nor less <br /> than 6.5. <br /> 6. The waste discharge shall not cause objectionable color in the <br /> San Joaquin River waters. <br /> 7. The waste discharge shall not cause sludge deposits in the <br /> San Joaquin River. <br /> 8. The waste discharge shall not cause the turbidity of San Joaquin <br /> waters to increase by more than 10%. <br /> 9. The waste discharge shall not cause concentrations of materials <br /> in the San Joaquin river which are deleterious to human, plant, <br /> animal, or aquatic life. <br /> 10. Neither the waste discharge nor the method of disposal shall <br /> cause a public nuisance by reason of odors or unsi;htliness. <br /> 11. The waste discharge shall not cause detectable taste or odor in <br /> any public water supply. <br />
