The issues addressed in each letter are <br /> addressed below: <br /> 3 May 2006 Letter <br /> The 3 May 2006 letter informs the Regional Water Board that Pilkington is considering <br /> removing Land Application Area Site A from the Waste Discharge Requirements (WDRs). <br /> This would be considered a material change in the land application area available. A <br /> summary of the land application areas available to Pilkington is presented below: <br /> Land Application Area Acreage Percent of Total <br /> Site A 42 55.7 <br /> Site B 13.5 17.9 <br /> Site C 8.5 11.3 <br /> Lawn 11.4 15.1 <br /> Total 75.4 <br /> Review of the data presented above indicates Site A consists of approximately 55-percent of <br /> the total land application area available at the facility. Before permanently removing any of <br /> the land application areas from use, Pilkington must submit a Report of Waste Discharge <br /> (RWD) to revise WDRs Order No. 5-01-114. <br /> 22 May 2006 <br /> The 22 May 2006 letter requests comment on a facility plan to segregate wastewater and <br /> stormwater and discharge stormwater during the wet season at Site B, and discharge only <br /> wastewater (without stormwater) during the dry months. This is acceptable because, as a <br /> result of long dry summers, the application method you propose has little difference than what <br /> occurs as a result of normal weather patterns. The only concern staff has is the capacity of <br /> Site B to dispose of all applied stormwater. As described above, if Pilkington is planning to <br /> change the land application acreage available for wastewater/stormwater application, <br /> submittal of a Report of Waste Discharge and adoption of revised WDRs is required before <br /> the proposed change. <br /> California Environmental Protection Agency <br /> Qat Recycled Paper <br />
