CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 5-01-114 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> PILKINGTON NORTH AMERICA, INC. <br /> PILKINGTON GLASS FURNACE FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region(hereafter Board), <br /> finds that: <br /> 1. Pilkington North America, Inc. formerly known as Libbey Owens Ford Company(hereafter <br /> Discharger) submitted a Report of Waste Discharge, dated 19 February 2001, to treat and <br /> dispose of industrial wastewater generated in a float glass furnace facility and domestic <br /> wastewater generated by employees. <br /> 2. The property is on Assessor's Parcel Numbers 195-270-62 and 195-270-64, which is owned <br /> by the Discharger. The facility is located at 500 East Louise Avenue, Lathrop, San Joaquin <br /> County, as shown on Attachment A, which is attached hereto and made part of this Order by <br /> reference. The facility is located on Section 35, Tl S, R6E, MDB&M. <br /> 3. Libbey Owens Ford (LOF) occupied the facility for many years. Pilkington acquired LOF in <br /> 1986 and is currently doing business as Pilkington North America, Inc. <br /> 4. Waste Discharge Requirements Order No. 91-056, NPDES No. CA0004839, adopted by the <br /> Board on 22 February 1991,prescribes requirements for discharge of wastewater from the <br /> facility to the San Joaquin River. However, the Discharger has not discharged to surface <br /> water since the early 1990's and the NPDES permit has expired and is no longer applicable. <br /> Wastewater has been applied to the facility's land area surrounding the facility buildings. <br /> Order No. 91-056 is neither adequate nor consistent with current plans and policies of the <br /> Board. <br /> 5. The facility was constructed in 1962 and began manufacturing tempered and laminated <br /> automotive glass products. The factory was expanded in 1964 and began manufacturing float <br /> glass. The area within the site boundaries consists of approximately 176 acres, of which <br /> approximately 75.4 acres are available for land application of wastewater. <br /> 6. Pilkington manufactures and fabricates float glass for use in the architectural and automotive <br /> markets. Raw materials required to manufacture float glass include sand, sodium carbonate, <br /> calcium carbonate, dolomite, saltcake, and other small volume materials, depending on the <br /> type of glass produced. <br /> 7. Raw materials are stored in silos or enclosed areas and are batch mixed and conveyed to the <br /> glass furnace. The furnace melts the raw materials into liquid glass. Peak temperature of the <br /> furnace is approximately 3,000 degrees Fahrenheit. The refractory in the furnace was <br /> replaced in the mid-1990's with a no or low chromium containing refractory material. <br />
