WASTE DISCHARGE REQUISENTS N0. 5-01-114 -12- <br /> PILKINGTON NORTH AMERICA,INC. <br /> PILKINGTON GLASS FURNACE FACILITY <br /> SAN JOAQUIN COUNTY <br /> public of the use of reclaimed water as required by Discharge Specification No. <br /> B.6. <br /> c. By 30 July 2001, the Discharger shall submit an evaluation of the wastewater <br /> application system that describes how the discharge will be performed in <br /> accordance with the WDRs. The evaluation shall address the need for additional <br /> storage ponds at the site to comply with the requirements of this WDRs Order. <br /> d. By 30 July 2001, the Discharger shall submit an Operation and Maintenance <br /> (O&M) Plan for the wastewater treatment facility and land application area. The <br /> 0&M Plan shall instruct field personnel on how to manage the day-to-day <br /> discharge operations to comply with the terms and conditions of this Order and <br /> how to make field adjustments, as necessary, to preclude nuisance conditions <br /> (e.g., standing water and objectionable odors from ponded wastewater). It shall <br /> also include a nuisance condition troubleshooting flowchart and a description of <br /> notification requirements. A copy of the 0&M Plan shall be kept at the facility <br /> for reference by operating personnel. Key personnel shall be familiar with its <br /> contents. The O&M Plan shall include the following documents as report <br /> appendices: <br /> i. A Cropping Plan which identifies the land application areas, wastewater <br /> application method, tailwater control method, berms/checks/furrows, <br /> crops to be grown, nitrogen removal calculations, and crop <br /> cutting/harvesting/disposal procedures. <br /> ii. A Grading Plan which describes grading activities which will allow <br /> application of wastewater in accordance with the WDRs,particularly <br /> Section D, Land Application Area Specifications. <br /> e. To determine compliance with Groundwater Limitation F.1, the Discharger shall <br /> submit a workplan for characterization of groundwater quality by 29 June 2001. <br /> The workplan shall be consistent with, and include the items listed in, the first <br /> section of Attachment C, "Items to be Included in a Monitoring Well Installation <br /> Workplan and a Monitoring Well Installation Report of Results. " <br /> f By 31 August 2001, the Discharger shall submit a report showing that it has <br /> installed a meter to allow measurement of all piped flow into, or out of, the <br /> wastewater pond and describing the installation of the booms in the storage pond <br /> to control wave action. <br /> g. By 31 August 2001, the Discharger shall submit a report describing construction <br /> of berms around the application areas. The berms shall be sufficient to prevent <br /> wastewater from running off the site and contain all stormwater that falls on the <br /> facility or land application area. <br /> h. By 28 November 2001, the Discharger shall submit a groundwater well <br /> installation report. The report shall be consistent with the guidance in the second <br /> section of Attachment C. <br />
