CHRONOLOGY FOR TOTAL COLIFORM VIOLATIONS . <br /> LIBBEY-OWENS-FORD CO. <br /> SAN JOAQUIN COUNTY <br /> June 1996 through February 1998 <br /> 17 May 1996 Letter from Board staff informed LOF of continuing violations of the effluent <br /> limitation for coliform and reclamation requirements, and requested measures <br /> be taken to prevent further violations. <br /> 10 Jun 1996 Letter from LOF states their consultant assessed the treatment plant, <br /> focusing on coliform control, and made recommendations for modifications. <br /> 12 Aug 1996 Letter from LOF stated these modifications were made to the treatment plant <br /> to improve coliform removal: <br /> 1) Installed baffles to reduce short circuiting; <br /> 2) Separated influent pump controls to control against solids carryover; and <br /> 3) Cleaned out reservoir containing domestic and process effluents. <br /> 18 Nov 1996 Letter from LOF stated the coliform violations in October 1996 were due to a <br /> chlorine injection system malfunction. Repairs were underway. <br /> 10 Dec 1996 Letter from LOF stated the coliform violation in November 1996 was due to <br /> the same chlorine injection system malfunction discussed in previous letter. <br /> 27 Mar 1997 Letter from LOF stated the coliform violation in February 1997 was due to an <br /> electrical short circuit in the chlorination system. <br /> 29 Jul 1997 Letter from LOF stated a that the coliform violation in June 1997 was due to <br /> a faulty chlorine regulator, and that a new one was purchased. <br /> 24 Nov 1997 Letter from LOF stated that coliform violation in October 1997 was due to <br /> the chlorine regulator being faulty,but it was repaired <br /> 12 Dec 1997 Letter from LOF indicated the coliform violation in November 1997 was due <br /> to operator error. <br /> 19 Jan 1998 Letter from LOF stated the coliform violation in December 1997 was most <br /> likely due to operator error. <br /> 18 Mar 1998 Letter from LOF stated the coliform violations in February 1997 were due to <br /> the sanitary plant flow level control malfunctioning, and the plant being <br /> operated manually. <br />
