Louise Avenue <br /> Lathrop, CA 95330 <br /> No Further Action Required —Tiered Permitted Used Oil Treatment Facility Release <br /> Dear Mr. Miller, <br /> This letter confirms the completion of the remedial actions for the removal of petroleum <br /> hydrocarbon impacted soil at the above described location. <br /> Release and Remedial Actions Description <br /> The former Pilkington facility at the address referenced above operated a Tiered Permitted <br /> Used Oil Treatment Facility (TPUOTF) that was reported to be dismantled in 2011, but without <br /> confirmation soil or groundwater sampling. A soil sampling plan prepared by Yorke Engineering <br /> LLC, dated October 31, 2014, proposed sampling to document the condition of the former <br /> TPUOTF as part of the closure process of the former waste treatment facility. Samples of the <br /> concrete slab the former facility rested on and shallow soil immediately underlying portions of <br /> the slab were sampled on December 3, 2014. However regulatory oversight of the sampling <br /> event was not documented. The concrete and soil samples were found to be impacted by total <br /> petroleum hydrocarbons quantified as motor oil (TPHmo) at concentrations as high as 3,600 <br /> milligrams per kilogram (mg/kg) in concrete and 8,500 mg/kg in soil. <br /> Following removal of the concrete, the area underlying the former TPUOTF was excavated to a <br /> depth of 10 feet below surface grade (bsg) to remove impacted soil. San Joaquin County <br /> Environmental Health Department (EHD) staff was not present to observe the excavation work, <br /> but was present for the confirmation soil sampling on January 21, 2015. The EHD staff person <br /> present noted that no petroleum odor was observed and verbally communicated to the <br /> undersigned caseworker that the exposed soil exhibited no staining. Confirmation soil samples <br /> were collected from the excavation sidewalls (NWall-3', WWall-4', EWall-3' and SWall-6') and <br /> from two very shallow borings on the excavation floor (B1-6' and 132-10').
