Mr. Dave Henry • • Project AE5701
June 5, 1998 Page 4
The area in which the recently excavated petroleum-impacted soils were stockpiled was
marked using spray paint. Groundworks recommended to DSS that these soils be
placed on plastic sheeting, and securely covered with plastic sheeting adjacent to the
impacted soils already stockpiled on site, for subsequent characterization and proper
disposition.
Recommendations
Based on the information obtained, current regulatory guidelines, and the judgment of
Groundworks, the following recommendations are made.
• Groundworks recommends that the appropriate parry contact the regulatory
agencies to determine the likelihood that the stockpiled soils could be used as
fill on site beneath the pavement of the D'Arcy Parkway extension. The
option for using the soils on site would conceptually consist of distributing
the impacted soils as fill in a lift below the D'Arcy Parkway extension. It is
anticipated that the regulatory agency, if amenable to this proposal, would set
an upper limit for allowable concentrations of TPHd in soils to be used on
site.
• Composite samples of the excavated materials should be collected and
analyzed. If off-site disposal is necessary, a more rigorous sampling and
analysis program may be required.
• The appropriate regulatory agency should be contacted, and the requirement
for further investigation, if any, should be ascertained.
Groundworks Environmental, Inc.
