Della/Hazelton
Stockton, CA 95205
We have reviewed the October 9, 1990 Additional Soil Assessment Report prepared by Kleinfelder for the
above referenced site. Together with the information collected in the December 22, 1989 Soil Assessment
Report and initial sampling results conducted at the time of excavation analyzed by Canonie Environmental
and reported June 7, 1988, remediation of the soil contamination is required. Based on LUFT Manual
leaching potential results, the contamination present cannot be left in place,as groundwater can potentially
be impacted. The close proximity of the site to the California Water Wells #16, #23, #24, #25 of Station
#1 located at 1602 E. Lafayette poses a significant potential risk to drinking water. While horizontal "zero
lines" have been determined for petroleum hydrocarbons, the extent of vertical contamination in the
immediate vicinity of the tank has not been determined.
Contamination at the tank area occurred as evidenced by high TPH concentrations, 620ppm and 310ppm
at the time of tank removal. Furthermore, it was documented at the time of removal, that the tank was
corroded and could have leaked.
At this time we recommend re-excavation and further sampling of the former underground tank#3 location.
Excavation will be necessary to remove contaminated soil. Resampling will verify either the contamination
has been removed by re-excavation or a groundwater investigation will be required.
A soil remediation work plan should be submitted no Iater than June 20, 1991.
If you have any questions contact Mary Meays, EHS, of my staff at (209)468-3441.
Jogi Khanna D., M.P.H.
Health Of' n
y 6
La ie A.
